BALLINGER, Texas (KTAB/KRBC) – Understaffed, underequipped, overwhelmed, and overlooked: these were the terms used to describe life behind the iron doors of the Runnels County Jail, while security issues continued to pound officers, inmates, and other faculty.

In March 2023, a security issue involving the interior doors forced Runnels County to send its entire inmate list to the Tom Green County Jail. Runnels District Judge Julia Miller said the electric doors would not close fully, causing major concern among prison officials and staff.

It’s just one of many issues facing the Runnels County Jail as district commissioners met Thursday night (May 4) to discuss a menagerie of ways to ensure everyone involved at the facility, as well as the Ballinger community are well taken care of.

Judge Miller said the Runnels County jail failed the Texas Jail Commission’s inspection, resulting in it being placed on a noncompliant list and given a strict deadline to fix the long list of issues that the facility currently impede.

Judge Miller told KTAB/KRBC at the meeting that estimates for repairs range from $50,000 to $250,000, the latter being used for plumbing alone.

Here is a condensed list of the key current issues at the facility:

• Sanitary, but specifically the toxicity of sewage gas. Prison officials said sewer gas leaked about four years after the prison’s construction, and one surveyor said the prison had “an overpowering sewer gas odor that requires immediate attention.” Another reviewer called it the “worst installation they’ve ever seen” in a Texas prison.
• Both the cell doors and locks were repeatedly forced open and repaired, with many of the inmate doors rusting from flooding and mopping.
• After a severe storm, the roof was badly damaged and the prison believes the entire roof will need to be replaced.
• Inadequate surveillance systems throughout the prison, some of which are as old as the prison. Problems include no sound on some camera images, some keep cutting out, and some don’t work at all, leaving blind spots for inmates and guards throughout the facility.
• Heating and air conditioning are 20 years old.
• You will need at least two different safe areas and an updated escape route plan as there is currently no safe area to safely get the occupants out.
• No fence around the facility.
• Need two padded cells
• No facilities for children under 17 years old
• A minimum of 32 employees is required to meet the standards. The prison currently has 19 full-time staff and one part-time staff.

The Runnels County Jail also has a large population of extremely violent inmates, according to Jail Administrator Kimberly Dunn. She said they could be housed there for up to three years.

Dunn also noted a lack of adequate housing for female inmates, as well as more isolation cells for mentally ill inmates, violent inmates, and the occasional transgender inmate who need separate housing.

Runnels County worked quickly and about two weeks ago hired an assessor to give them options to mitigate these issues. He came back and gave five different options to follow up:

• Repair the prison as it is
• Troubleshoot and fix all current issues while updating facility functionality
• Build an all new prison with attached sheriff’s office
• Build a new prison with no attached sheriff’s office
• Get out of the prison and place inmates in other districts.

Judge Julia Miller said her two best avenues to raise funds are by collecting taxes or being tied to letters of commitment that allow a petition that could put prison repairs on the November election. She said tax hikes aren’t their first choice and would rather use obligatory notes instead, but their September deadline still means they must have repaired enough to meet standards set by the Texas Jail Commission.

If they decide to build a new facility, consider building a facility with 72 beds housing 12 female cells with at least 20% female cells, 20% flexible cells (i.e. multi-purpose cells or whatever is needed at the time). becomes. and the rest male cells.
